Registering an out-of-state car in Georgia follows a set order: a Georgia driver's license or ID card first, then Georgia insurance and, in 13 metro Atlanta counties, an emissions test, and last a visit to the County Tag Office in the county where you live to title and register the car. The Department of Revenue gives new residents 30 days from the date they move. This guide takes each step for a car you already own, using a car brought from New York as the example. How Long Do You Have to Register a Car After Moving to Georgia?
Thirty days. The Department of Revenue's New to Georgia page says vehicles must be registered with the state within 30 days from the date you moved, and O.C.G.A. 40-2-8 sets the same 30 days after you become a resident. The Department's page on when and where to register says you register in the county where you live, and that missing the deadlines can bring fines of up to $100.
Your New York registration does not stretch that window. The Gwinnett County Tax Commissioner's new-resident page says an out-of-state registration is no longer valid after the 30-day period. The driver's license runs on its own 30-day clock, and because the tag office needs it before anything else, start there.
What Order Do the Steps Go In?
Each step feeds the next, so the order matters. For a car you own and are bringing from New York, it runs like this:
- Get a Georgia driver's license or ID card. The tag office will not register the car without one.
- Put Georgia insurance in place. Your insurer files it electronically, or you bring a binder.
- Pass an emissions test if you live in one of the 13 testing counties and the car's model year is tested.
- Visit the County Tag Office with Form MV-1, your New York title or the lender paperwork, and payment for the tax and fees.
- Put on the Georgia plates, then return the New York plates and cancel the New York policy.

You can sort out the license and the Georgia policy while the car is still on its way. The emissions test needs the car itself, so it comes after delivery, and the tag office visit comes last.
Why Do You Need a Georgia License or ID First?
Because the Department of Revenue requires it. Its New to Georgia page says a new resident must hold a valid Georgia driver's license or ID card before registering a vehicle, and only then can the car be titled and registered. A Georgia ID card meets the rule as well, so a household member who does not drive can still register a car in their name.
The Georgia Department of Driver Services gives you 30 days after becoming a resident to apply for a Georgia license, and every DDS Customer Service Center can transfer an out-of-state license. With a valid New York license you surrender it and pass a vision exam, with no written or road test. Bring the documents DDS lists to prove your identity, lawful status and Georgia address, including two proofs of Georgia residency, and complete its online License/ID/Permit Form before you go.
What Insurance Does Georgia Accept at the Tag Office?
A Georgia auto liability policy. The Department of Revenue accepts proof in one of two forms: your insurer files it electronically in the Department's database, or you bring an insurance binder showing the liability coverage.
Georgia law sets the minimum at 25/50/25, as the Office of the Commissioner of Insurance and Safety Fire explains: $25,000 of bodily injury coverage for one person, $50,000 for all people injured in one accident, and $25,000 for property damage. If you bring a binder, make it a recent one. DeKalb County's new-resident checklist asks for a binder or declarations page less than 30 days old.
Does Your Car Need an Emissions Test?
Only if you live in one of the 13 metro Atlanta counties the Department of Revenue lists: Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding and Rockdale. Residents of those counties must pass the inspection before they register the car. Savannah, Augusta, Macon and Columbus all sit outside those counties, so a car registered there needs no test.
Georgia's Clean Air Force runs the program and publishes the list of exempt vehicles. It exempts the three newest model years, which for 2026 registrations means 2024 and newer, and cars 25 model years old or older, which means 2001 and older. That leaves model years 2002 through 2023 to be tested in 2026, and the window moves forward each year. Diesel vehicles, vehicles that run only on another alternative fuel, motorcycles, RVs, motor homes and vehicles with a gross vehicle weight rating above 8,500 pounds are also exempt, but a flex-fuel or bi-fuel car still needs a test if one of its fuels is gasoline.
The test needs the car in Georgia, so plan it for the days after delivery and before the tag office visit.
What Documents Does the County Tag Office Need?
The Department of Revenue's New to Georgia page lists what to bring:
- Your Georgia driver's license or ID card.
- Form MV-1, the Title/Tag Application, completed and signed.
- Proof of ownership: the original, valid out-of-state title, or, for a 1986 or newer car registered in a state that does not issue titles for it, that state's registration.
- Form T-17 if a lender or leasing company holds the title, covered below.
- Proof of Georgia insurance, filed electronically or shown on a binder.
- A passing emissions test if you live in a testing county.
- Payment for the title fee, the registration fee and the title ad valorem tax.
The Department adds that names and spellings must match across every document, so check that your title, license and insurance show your name the same way. County tag offices ask for a few more details. Gwinnett County's new-resident page lists a valid current registration from your former state, the date you moved and the car's current mileage.
What If a Lender Holds Your New York Title?
You can still register the car, through Form T-17, the Statement of Title Held by Lienholder, Security Interest Holder or Leasing Company. The form says it must be accompanied by an original valid out-of-state registration certificate or a non-negotiable certificate of title, along with a properly completed and signed MV-1, and it asks for the lender's correct name and address on the title application.
Gwinnett County's tag office accepts the T-17 with the original valid New York registration certificate in place of the title, and when there is a lien, it mails the new Georgia title to the lienholder.
Counties do not all handle this the same way. DeKalb County's new-resident checklist asks movers from New York, and from several other states, to present the original certificate of title and does not accept a copy. Call your county tag office before the visit, and if your county wants the original title, ask the lender for it early.
For a leased car, the T-17 adds one requirement: if you sign the title application for the leasing company, you need a power of attorney that authorizes you to sign for it. Gwinnett County asks for an original notarized power of attorney and the lease agreement.
What Will You Pay at the Tag Office?
Three charges, according to the Department of Revenue's fees page and New to Georgia page: an $18 title fee, a $20 annual registration fee and the title ad valorem tax, or TAVT. For a new resident, the Department lists TAVT at 3 percent of the car's fair market value.

What About Your New York Plates?
Keep them on the car until Georgia has registered it. The T-17 path depends on a valid New York registration certificate, Gwinnett County asks every new resident for a current registration from the former state, and in the testing counties the car goes for its emissions test while it still wears New York plates.

After the First Visit
Georgia registration renews every year. Most counties use year-round registration tied to your birthday: the Department of Revenue lets you renew from 30 days before it, and the registration period ends at midnight on the birthday of the first person listed on the registration. Calhoun, Clay, Stewart and Turner counties renew between January 1 and April 30 instead, and Talbot County uses a staggered schedule.
The Department sends a renewal notice by mail or email, but penalties can apply even if it never arrives, including 25 percent of the license plate fee. In the 13 testing counties, a car that needs testing must pass again before each renewal. Georgia's Clean Air Force says a test is valid for 12 months or one renewal by the same owner, and it recommends testing four to six weeks before your renewal date in case repairs are needed.
Students and Military Members
Not everyone who spends time in Georgia has to register a car there. The Department of Revenue's page on vehicles exempt from registration covers two groups.
Students. A non-resident student attending a Georgia college or university does not have to register the car in Georgia, as long as it visibly displays a valid license plate from the home state.
Military members. A non-resident service member stationed in Georgia under military orders does not have to register the car in Georgia, as long as it visibly displays a valid license plate from the home of record state. A service member who chooses to register in Georgia must meet every registration requirement and apply at the County Tag Office in the county where they live.
Both rules depend on non-resident status. A student or service member who becomes a Georgia resident follows the same steps as anyone else.
