To cancel a Rhode Island registration, use the Rhode Island Division of Motor Vehicles (DMV) online cancellation service, put the plates in the drop box inside a DMV branch with the cancellation affidavit, or send them by certified mail to the DMV Plate Office in Cranston. The DMV no longer takes canceled plates in person. Whichever route you pick, keep the car insured until the cancellation is done, because Rhode Island checks every active registration against an insurance policy.
This guide is for owners whose car is leaving Rhode Island, with a move to Texas worked through as the example, and it also applies when you have sold the car or stopped using it. It covers when to cancel, the order that avoids an insurance problem, each cancellation method and the proof it gives you, the plates, lost or stolen plates and where Rhode Island's old car tax stands. If the car is heading to Texas, our page on Rhode Island to Texas car shipping covers the lane itself. The rules come from the DMV, the Rhode Island General Laws, the Department of Revenue and, for the Texas example, the Texas Department of Motor Vehicles (TxDMV).
When Should You Cancel a Rhode Island Registration?
When the car stops being used under it. Chapter 31-47 of the Rhode Island General Laws requires every registered vehicle to keep liability insurance or other financial security for as long as the registration lasts, and the DMV says registrations must be canceled at the conclusion of the vehicle's use to avoid insurance revocation fines. The DMV's Cancel Plates / Registration page sets out the methods covered below.
For a mover, that point comes after the new state's registration, not before the car leaves. A shipped car travels on its Rhode Island plates and registration, so both should stay current and insured until the new plates go on. Canceling early would leave the car unregistered on the way, and the DMV notes that all cancellations are final.
What Does the Timing Look Like on a Move to Texas?
Texas gives a new resident 30 days from the move, not from the car's delivery, to register it at the county tax assessor-collector's office. TxDMV sets the order: insurance that meets the Texas minimums of $30,000 for each injured person, $60,000 per accident for injuries and $25,000 for property damage, an emissions test first if your new county requires one, then Form 130-U at the county tax office. In an emissions county, the car cannot be tested until it is in Texas. TxDMV says some out-of-state policies may be acceptable, so ask your insurer whether yours meets the Texas minimums before the move.
So the Rhode Island registration and insurance cover the car on the truck and for its first days in Texas. Form 130-U has a Registration Purposes Only option, so you can register without a Texas title and keep your Rhode Island title. Once the county issues Texas plates, take the Rhode Island plates off, cancel the Rhode Island registration, then end the Rhode Island policy. Our guide to registering an out-of-state car in Texas covers the county visit, the emissions counties and the $90 new resident tax.
How Do You Avoid an Insurance Lapse When You Cancel?
Rhode Island checks. The Rhode Island Insurance Verification System (RIIVS) matches insurance policies to the vehicle identification number (VIN) of every actively registered vehicle. According to the DMV's Insurance Verification Program page, if a VIN goes four consecutive weeks without matching a policy, the system sends the owner a Request for Insurance Verification letter.
An owner who does not act on the letter gets a Revocation Notice. The owner may have the right to a hearing, requested in writing within 10 days of the notice; otherwise the registration is revoked on the date in the letter, and the owner is blocked from renewing registrations and their license. Restoring a revoked registration takes new insurance, a signed affidavit and a $253.50 fee, followed by a 12-month monitoring period in which insurance that cannot be verified brings an immediate revocation. The letter does list exemptions, including a vehicle sold or registered out of state, but the simpler path is to keep the steps in this order:
- Insure and register the car in your new state. In Texas, that means coverage that meets the state's minimums, then the county registration.
- Cancel the Rhode Island registration. Online, by drop box or by certified mail, and keep the proof.
- End the Rhode Island policy. Only once the cancellation is confirmed.

How Do You Cancel a Rhode Island Registration Online?
Use the DMV's online cancellation service, listed on the DMV's online services page as Cancel Registration. Enter the information exactly as it appears on your registration certificate. If you hold a REAL ID, the DMV needs the registrant's full middle name, and for a leased car, you enter the leasing company's information as it appears on the certificate. At the end, you give an email address for the confirmation and enter the plate number to confirm the cancellation.
That confirmation email is your proof, and the DMV says to keep it as proof of cancellation for tax purposes. Once it arrives, the plates may be destroyed or recycled. Do not take them to a DMV or AAA branch. All cancellations are final, so cancel only once the car will no longer be used under that registration.
How Do You Cancel by Drop Box or Certified Mail?
Both routes return the plates to the DMV with its Affidavit for Cancellation of Registration. The DMV has to confirm the registered owner, so include a photocopy of the owner's photo ID or a copy of the vehicle registration. Plates sent without one of them will not be canceled.
Drop box. Each DMV branch has a drop box inside, open only during normal branch hours. You do not need a reservation, and the DMV asks people not to make one to cancel a registration.
Certified mail. Send the plates, the affidavit and the ID or registration copy by certified mail to RI DMV, Attn: Plate Office, 600 New London Avenue, Cranston, RI 02920. If you are already in Texas, this or the online service is the practical choice.
With either route, the DMV sends a cancellation receipt, Form TR-3, only if you include a postage-paid, self-addressed envelope. Without one, no receipt comes back. The DMV tells owners to keep that receipt in case their city or town has not removed the vehicle from its records, which the car tax section below explains.
What Do You Do With the Plates Afterward?
It depends on the method. After an online cancellation, keep the plates until the confirmation email arrives, then destroy or recycle them. With the drop box or certified mail, the plates go to the DMV with the affidavit, since the DMV no longer accepts them at a counter.
On a move, the Rhode Island plates stay on the car for the trip and come off when the new state's plates go on. From there, cancel online and recycle them, or mail them back with the affidavit and your ID or registration copy.
What If Your Plates Are Lost or Stolen?
You can still cancel. For lost plates, the DMV asks you to complete and mail an Affidavit for Cancellation of Registration for Lost Plates, and its cancellation and lost plates pages link the Affidavit for Cancellation of Registration form for this. For stolen plates, send a copy of a police report with a letter asking for the cancellation, or the same affidavit. The DMV's lost plates page notes that you can file the report with your local law enforcement agency.
If you are keeping the car in Rhode Island and need new plates instead, the DMV offers a Plate Change at a branch with a reservation, or a Plate Remake, ordered online or by mail, that keeps the same plate number.
Do You Still Owe Rhode Island Car Tax?
Not on a current registration. Rhode Island's motor vehicle excise tax, the local car tax that cities and towns used to bill, was repealed effective July 1, 2022, under R.I. Gen. Laws 44-34.1-5, and the statute says no tax is levied for fiscal year 2023 and after. East Providence, whose phase-out ran a year behind to match its fiscal year, saw its repeal take effect July 1, 2023. The Department of Revenue's Division of Municipal Finance reports no motor vehicle levy in any Rhode Island city or town.
Older bills are a separate matter. A bill from before the repeal can still be owed, and Tiverton, for example, tells residents that any outstanding motor vehicle tax is still obligated. Some DMV pages still mention excise tax, but under the statute none has been levied since fiscal year 2023. Keep your cancellation confirmation or TR-3 receipt anyway: the DMV advises holding on to it in case a city or town has not removed the vehicle from its records.
How Does Shipping Fit Around the Cancellation?
A car shipped from Rhode Island travels on its Rhode Island plates and registration, so keep both, and the insurance behind them, current until the new state's registration is done. Keep the title, the registration certificate and your insurance papers with you during transport rather than in the car, since the registration visit in your new state depends on them.
Rivalane coordinates door to door transport from Rhode Island with licensed, insured carriers, including the lane to Texas. Pickup and delivery dates are estimates, not guarantees, so leave room inside the Texas 30-day window and wait for the Texas plates before you cancel. Our pages on shipping a car from Rhode Island to Texas and car shipping in Rhode Island cover the lane and pickups across the state, and the car shipping calculator gives an estimate for the move.
