What Texas Requires When Your Car Arrives

Texas gives a new resident 30 days from the move to register the car, and the work happens at the county tax assessor-collector office under TxDMV rules.

  • Emissions counties. If you will live in Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis or Williamson County, the car must pass an emissions inspection at a station certified by the Texas Department of Public Safety before it can be registered.
  • Insurance. Coverage must meet the Texas minimums: $30,000 per person injured and $60,000 per accident for injuries, plus $25,000 for property damage. Bring the insurance card to the county office.
  • At the county office. Bring proof that you own the car, such as the New York registration or title. Texas does not require you to title the car there, but a first-time registrant fills out Form 130-U, the Application for Texas Title and/or Registration, and the same visit covers the state registration fee and the sales tax related fees TxDMV charges new residents.
  • Driver license. A valid New York license lets you drive for up to 90 days after the move. Before that grace period ends, apply in person at a Texas driver license office, where the New York license is surrendered and proof of Texas registration and insurance is requested for each car you own.
  • Exemptions. Active duty members of the U.S. Armed Forces and non-resident full-time students at a Texas college or university are not required to register or title their cars in Texas.
  • Leaving New York behind. Send the plates and registration back to the New York DMV first and cancel the New York policy only after that, since dropping the coverage while the car is still registered counts as a lapse. Surrender works in person at a DMV office or by mail, and for a mailed surrender, allow about three weeks for the FS-6T receipt.

Going north, from Texas to New York. Register within 30 days of becoming a New York resident, and arrange a New York policy first, because coverage written in Texas or any other state is never accepted for a car registered in New York. The minimums are $25,000 for one person injured and $50,000 for one person killed, $50,000 and $100,000 for the same with two or more people, plus $10,000 when property is damaged. Apply on Form MV-82 with the original Texas title, as photocopies are refused, and if a lender holds the title, include its certified copy with a letter on company letterhead confirming it keeps the original. Texas stopped issuing a separate inspection sticker years ago, since its registration sticker now doubles as proof of inspection, so plan on a New York inspection once the car is registered there. The Texas plates are yours to keep after the move, and TxDMV asks anyone recycling them to cut them into pieces first.
